The statutory authority permitting this award without providing full and open competition is RFO FAR 12.102-1(a) which authorizes the government for purchases not exceeding the simplified acquisition threshold (SAT), to solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. This announcement fulfills the synopsis requirements under RFO FAR 5.101.
