Update: The Contracting Officer has determined through additional market research that extending the proposal due date/time for the Phase 1 Pre-Qualification RFP to increase competition is in the best interest of the Government. If an interested contractor has already submitted a proposal, they are not required to re-submit it. The SWM intends to issue a RFP and award a firm-fixed price (FFP) Design-Bid-Build (DBB) contract to a single contractor after the establishment of a prequalified pool of contractors on a full and open competition basis (Phase 1 ?
