Introduction and Overview: The subcontractor must provide all labor, oversight, tools, materials, equipment, and services necessary to complete the work safely and in compliance with approved BIO documents as well as SLAC, DOE, and ES&H standards. SLAC receives power at its Master Substation (MSS) from a PG&E 230kV transmission line via two 230kV/12.47kV stepdown transformers. SLAC identifies that its AC power system encounters power factor issues at the point of connection (POC) with PG&E, where the power factor strays outside the contractual range (0.97 lag to 0.99 lead).
