AMENDMENT 04 TO SOLICITATION FA664826Q0006 PROJECT: Environmental Sampling Services The purpose of Amendment 04 to Solicitation FA664826Q0006 is to provide official Government responses to clarification requests and questions submitted by prospective offerors. The specific vendor inquiries and the corresponding Government answers are itemized below. Offerors are reminded that they must acknowledge receipt of this amendment, along with all prior amendments, in accordance with the quotation submission instructions. Except as explicitly provided herein, all other terms, conditions, and requirements of the original solicitation remain unchanged and in full force and effect. 1) “Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past." These services were previously performed under a Blanket Purchase Agreement (BPA). The predecessor agreement number is FA664821A0014. Information on this previous award can be found on SAM.gov when searching for contract award. 2) “Is the solid waste RCRA TCLP & Total Metals is a RCRA 12, RCRA 14 or both with different sample collection locations?” For solid waste we request RCRA 14 to support with reporting Underlying Hazardous Constituents if an exceedance in any of the RCRA 8 is reported. Concerning samples, those would typically be collected at the Hazardous Waste Storage Area. Other samples may (occasionally) be collected at another location on base, but this is a rare occurrence. Further details on locations would be provided following award. 3) “Past Performance: a. If vendor-submitted past performance is permitted, how many reference projects should be provided, and what information is required for each (e.g., customer POC, contract number, value, period of performance, scope description)? b. Will the Government accept Past Performance Questionnaires (PPQs) for relevant contracts not documented in CPARS (e.g., commercial, state, or municipal work)? If so, is there a required PPQ form, and should completed PPQs be submitted with the quote or sent directly to your office by the reference? c. May quoters identify specific relevant CPARS entries in their submission to assist the Government's review? d. How will a quoter without an existing CPARS/SPRS record be evaluated under the pass/fail methodology? Some firms may only hold private sector past performance, in which one does not get CPARS ratings, and a PPQ would be appropriate as an alternative.” Data Source: As referenced in the solicitation, the evaluation will be based on the data sources available to the Government. You should ensure that your company's information in government systems is accurate and up to date. The Government will evaluate Past Performance on a pass/fail basis using its own sources. As stated in the solicitation, "based on FAPIIS, CPARS ratings (if available), SPRS scores, and other valid historical data obtained by the government. Evaluation without CPARS/SPRS: An offeror without a record of relevant past performance in government databases will receive a "neutral" rating. In a pass/fail evaluation, a neutral rating is considered a "pass." You will not be penalized for having no prior federal contracting history. 4) “Key Personnel (Section 3.4.1): Please clarify if a maximum number of Key Personnel exist for the proposal. “ Number of Key Personnel: There is no maximum number required. You should provide resumes for the field personnel you propose to use to fulfill the requirements; demonstrating they have the required experience and certifications. Additionally, be sure to itemize the labor rates on the price list. 5) “Packaging and Contents (Section 3.4): Should Part I (Technical Capability Package) and Part II (Priced Quote) be submitted as separate files? Should the Price List (Attachment 4) be returned in native Excel format or as a PDF? File Submission: The solicitation requires the quote to consist of "two (2) separate parts: Part I - Technical Capability Package and Part II - Priced Quote". This implies that vendors should submit their quote as separate files for organizational clarity. The "Fillable BPA Price List" is an Excel file and should be returned in its native Excel format, however, submitting the document as a PDF will also be accepted. 6) “Are there page limits for the capability statement or Part I overall, beyond the two-page limit stated for the QA/QC narrative?” Page Limits: The only explicit page limit is for the QA/QC Narrative, which per the solicitation "shall not exceed two (2) pages". There are no other page limits for the capability statement or other parts of the quote package. 7) “Should the administrative items in Section 3.4 (company information, payment terms, warranty, quote expiration, FOB/Inspection & Acceptance) be provided in a cover letter, within Part I, or in another format?” Administrative Items: The administrative items from Sect
