The statutory authority for this non-competitive acquisition is 10 U.S.C 3204(a)(1) as implemented by FAR 6.103-1(b), Only one responsible source. Dredge Essayons uses a proprietary bow thruster system that includes the software, hardware, equipment, and bow thruster gear. Part of this arrangement includes a variable frequency drive (VFD) that controls the speed and direction of the bow thruster.
