THIS NOTICE IS NOT A REQUEST FOR SOLICITATION AND IS CURRENTLY UNFUNDED. 1. This notice is prepared IAW RFO FAR 5.101 and 12.201-1. 2. Description of the Requirement: The Government has a requirement to replace the Beale AFB oval running track surface to a safe, compliant, and fully operational condition. This project will ensure the facility meets all necessary standards to support the physical readiness, training, and official fitness assessments (PFRA) of assigned personnel. The scope of work requires the contractor to provide all personnel, equipment, materials, management, and supervision necessary to perform a complete rubberized surface removal and resurfacing. Key tasks include, but are not limited to: Demolition & Disposal: Full removal and off-base disposal of the existing track surface down to the asphalt/concrete substrate. Track Installation: Installation of a new, 13mm (1/2”) full-pour polyurethane synthetic track surface (TUFLITE or equal) in the color RED. Transition Strip: Installation of a flush, paved transition strip (minimum 18 inches wide) between the outside edge of the track and the surrounding area. Striping & Markings: Precise athletic striping compliant with NCAA and Air Force PFRA regulations, including markings for the 2-mile run, 2km walk, and four (4) 20m HAMR test lanes. Signage & Warranty: Installation of start/stop signage for fitness testing and provision of a minimum 5-year warranty on the synthetic surface. 3. Procedures for Award: The Government intends to issue a Request for Quotation (RFQ) and award a firm-fixed-price purchase order. The award basis is anticipated to include Technical and Price. The Government anticipates to award on or about 1 September 2026, subject to the availability of funds. 4. Statement Regarding Responsible Sources: All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. Responsible sources must submit a capability statement demonstrating their ability to perform the services requested.
