In accordance with Federal Acquisition Regulation Overhaul (FAR) 5.101(a), "For proposed contract actions expected to be greater than $20,000, post a pre-solicitation notice to the GPE unless an exemption in paragraph (b) applies." ACC-NJ, on behalf of Portfolio Acquisition Executive Maneuver Ground, Capability Program Executive Ground, Project Manager Soldier Lethality, Product Director Crew Served Weapons (PdD CSW), intends to solicit, negotiate and award a sole source contract to Dillon Aero, Inc. Phoenix, AZ 85027, pursuant to the authority 10 United States Code (U.S.C.) §3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.103-1(c)(2)(i), substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government intends to fulfill this requirement via a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance of five (5) years. The M134D variants, including the M134D-H and M134D-M, are 7.62x51mm rotary machine guns. The Government has a need for M134D variants as they are capable of delivering precision and rapid fire on personnel and vehicle-sized (2m x 3m) materiel targets with fixed firing rates of 3,000 rounds per minute. The M134D-H is a hybrid design that utilizes titanium and skeletonized parts to offer increased weight savings of 10-20 pounds while retaining the longer service life of the steel gun. The M134D-M (marinized) variation utilizes ceramic coatings to improve corrosion resistance for use in the marine environment. Installation and training services will be included for platform installation (air/ground/water platforms) and operator and maintainer training courses to support Foreign Military Sales and Building Partner Capacity cases. The contractor shall be responsible for providing all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, produce, and deliver the types and quantities of deliverables specified by the contract. The requirement will be satisfied through a single award Firm Fixed Price contract. The Solicitation release is anticipated to be on or around 15 days from the date of this notice. Please note this notice DOES NOT constitute a Request for Proposal. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This notice should not be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this notice will become Government property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this announcement.
