The solicitation states that the prime contractor must have an office within 120 miles of DSCR that is publicly visible in SAM.gov. May an offeror satisfy this requirement through a local principal subcontractor or mobilization office, or must the prime entity itself have the qualifying SAM-listed office? -The Prime must have a legitimate place of business from which they are mobilizing. This can be substantiated (for example) via a Lease Agreement or proof of business mail being delivered to this site. The subcontractor's place of business, address, etc. is not acceptable. We are entering into business with the prime. 2. If a prime establishes and registers a legitimate local office in SAM.gov before...
