AMENDMENT 0001 (08/18/2026): ADD QUESTIONS AND PHOTOS TO ATTACHMENTS • Are photographs of the four shelter interiors and access roads available? Answer: Attached. This is the same response as earlier. This is the Flagstaff site. It's identical to the others and in the same condition. • Can a 24-foot box truck access each site, particularly the Reno and Elko mountaintop locations? Answer: Yes. The roads are not in the best condition, so the truck would need to proceed slowly and carefully. • Will the shelters be vacant during insulation removal and installation, or will they remain operational with equipment or personnel inside?
