INTRODUCTION NAVFAC Hawaii, part of the Department of War (DoW), intends to award a sole-source, firm-fixed-price contract to Hawaii Engineering Services, LLC of Honolulu, HI under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1). This action is being processed under Simplified Acquisition Procedures due to unusual and compelling urgency. 2.
