The U.S. Coast Guard intends to award a sole-source purchase order using the procedures at FAR 12.102(a), as it has been deemed that only one source is available to meet this specific requirement due to the contractor being the Original Equipment Manufacturer (OEM) and retains exclusive proprietary rights to the technical data, diagnostic software algorithms, factory-authorized calibration procedures, and specialized tooling required to perform and certify the required services.
