Rapid Nicotine Pouch Data 3.1 Background FDA’s Center for Tobacco Products (CTP) regulates the manufacture, marketing, and distribution of tobacco products to protect public health and to reduce tobacco use, particularly among youth. CTP oversees the implementation of the Family Smoking Prevention and Tobacco Control Act.
