The Virginia Department of Social Services (VDSS) seeks proposals to continue the Virginia Whole Family (Two Generation) Pilot Project. The purpose of this RFP is to test, refine, and build the evidence base for Whole Family approaches that improve multi-generational outcomes and move families out of poverty across diverse communities in the Commonwealth. Under this contract, participating Community Action Agencies will apply established Whole Family practices and pilot targeted interventions, while supporting structured evaluation of impacts on family stability, economic mobility, and coordinated service delivery.
