Who can apply

Government Organizations Applicants must be an Illinois justice system agency that submit Criminal History Record Information to the Illinois State Police. Justice system agencies may include local law enforcement agencies , State law enforcement agencies, courts, the Illinois Department of Corrections, and other correctional agencies. Local Illinois units of government may apply as an implementing agency on behalf of a justice system agency that will serve as the program agency. An implementing agency (e.g., a county) is the legal entity that accepts and accounts for grant funds and accepts responsibility for all ICJIA reporting and compliance requirements. The program agency (e.g., county sheriff department) is a subdivision of the implementing agency that will carry out program operations. To be eligible for this award, organizations must be an Illinois justice system agency that: •Do not currently own a live scan device that allows for CHRI System fingerprint submissions to ISP. OR •Are using obsolete live scan hardware and/or software to submit CHRI fingerprint submissions to ISP. Agencies that received funding through ICJIA’s National Criminal History Improvement Program Live Scan Equipment Notice of Funding Opportunity # 3242 – 0925 are not eligible for this funding. Before applying for a grant, all entities must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal at www.grants.illinois.gov/portal. Registration and pre-qualification are required annually. During pre-qualification, verifications are performed including a check of federal SAM.gov Exclusion List and status on the Illinois Stop Payment List. The Grantee Portal alerts the entity alerts of “qualified” status or informs how to remediate a negative verification (e.g., missing UEI Unique Entity Identifier assigned in sam.gov, not in good standing with the Secretary of State). Inclusion on the SAM.gov Exclusion List cannot be remediated. Failure to meet an eligibility criterion by the application deadline will result in the return of the application without review and will preclude ICJIA from making a State award. Applicants are also required to submit a financial and administrative risk assessment via the GATA Grantee Portal, utilizing an Internal Controls Questionnaire (ICQ) for the current state fiscal year and obtain approval from their cognizant agencies before execution of the grant agreement. Delay in obtaining ICQ approval will result in a delay in grant execution.
