A Language-Services RFP Is Not One Standard Product
A procurement that mentions language access may require written translation, in-person interpreting, telephone interpreting, video remote interpreting, American Sign Language, Communication Access Realtime Translation, transcription, localization, document formatting, or a managed network that combines several modes. The delivery model determines staffing, credentials, scheduling, technology, privacy, quality control, and price. A vendor should classify the work before treating a familiar language or code as a fit. The buyer and operating setting matter as much as the mode. A court, hospital, school district, public benefits office, emergency operation, military installation, and statewide agency contract can impose different qualifications, response times, background checks, platform rules, or performance measures. Do not infer a national credential requirement from one medical or legal procurement. Use the current statement of work and attachments. Classify the Service Mode, Setting, and Notice Stage
Write three labels at the top of the pursuit record. First, identify the mode: document translation, in-person spoken interpreting, telephone, video, sign language, CART, transcription, localization, equipment, or managed service. Second, identify the setting: medical, legal, education, public meeting, human services, defense, general administration, or another defined use. Third, identify the notice stage and vehicle: market research, solicitation, blanket purchase agreement, indefinite-delivery contract, master agreement, invitation to qualify, or task order. A sources-sought or request for information may ask about capability without requesting an offer for award. A solicitation contains response instructions. A BPA or master agreement can qualify vendors for later orders without guaranteeing volume. A statewide invitation to qualify may stay open for years while agencies issue later requests among approved suppliers. These are different revenue and proposal decisions. Also distinguish translation from interpreting. Written translation may require file handling, terminology management, formatting, editing, proofreading, desktop publishing, or localization. Interpreting may be simultaneous or consecutive, scheduled or on demand, remote or on site. Sign-language services and CART are not interchangeable with spoken-language interpreting. Reject or clarify a notice when the required mode, setting, or vehicle does not match the company's actual delivery model. A broad R608 or NAICS 541930 classification is a search aid, not proof that every task is within scope.
Current Notices Show Four Different Buying Structures
The Navy translation and interpreting BPA uses PSC R608 and NAICS 541930. The official SAM.gov notice describes a total small-business set-aside, active SAM.gov and PIEE accounts, at least three past-performance references, ASL capability, and a six-month rotation for establishing master BPAs through 2029. Calls are competed later and do not exceed the Simplified Acquisition Threshold. Being issued a BPA is not a guarantee of calls or revenue. Arlington County's language translation and interpretation solicitation is due August 13, 2026. Its official procurement record covers oral interpretation and written translation supporting people with limited English proficiency, including on-site, telephone, video remote, and document services. A vendor must confirm the current solicitation files, languages, qualifications, response units, and submission route rather than treating the summary as the bid package. The Pennsylvania Language Services ITQ remains open for qualification through December 31, 2031. The official eMarketplace notice says suppliers must register as a Commonwealth procurement vendor and complete qualification through the PA JAGGAER portal. The vehicle serves executive agencies and may also be used by local public procurement units. Qualification establishes access to the vehicle; it does not promise a share of orders. Map Languages, Credentials, and Coverage Before Pricing
Build a coverage matrix from the current solicitation. List each requested language, service mode, setting, location, operating hour, response target, estimated or historical volume, and required credential. Mark whether the company has a verified employee, contractor, or partner for the lane and what evidence the buyer accepts. Do not claim coverage from a directory entry that has not been confirmed for the schedule and setting. Credentials can be general, language-specific, setting-specific, or jurisdiction-specific. A medical procurement may name healthcare-interpreter credentials. A court may require certification, registration, or approved-roster status under that jurisdiction's rules. An ASL requirement may specify qualified interpreters and delivery conditions. The official solicitation controls; a credential requested by one buyer should not be presented as a universal rule. For on-demand work, test whether the network can meet surge, rare-language, night, weekend, and emergency needs. For scheduled interpreting, check cancellation, minimum-hour, travel, parking, and late-arrival rules. For written work, assess subject expertise, file format, volume, turnaround, revision, quality assurance, and desktop-publishing capacity. Identify key-person restrictions and substitution procedures. A company may have a large network but still fail if the proposal must name personnel, provide resumes or samples, obtain background checks, or guarantee specific availability. Record supported coverage and gaps before committing to a price schedule.
Technology and Data Handling Can Be Bid or No-Bid Gates
Remote interpretation is not just a staffing service. Read browser, application, telephone, video, accessibility, device, network, authentication, logging, uptime, recording, and support requirements. A federal or healthcare setting may require security documentation or an approved operating environment. A public meeting may require simultaneous channels and equipment. A county benefits program may prioritize rapid telephone access and reporting. Written translation can involve protected, confidential, law-enforcement, legal, medical, personnel, or benefit data. Record the solicitation's data location, access, transmission, retention, deletion, incident, subcontractor, and audit terms. Do not insert a generic promise of HIPAA, criminal-justice, or federal security compliance unless the procurement requires it and the company can demonstrate the actual control. If a platform or equipment is part of the offer, separate licensing, implementation, integration, training, maintenance, connectivity, and usage charges. Confirm whether the agency supplies devices or expects the contractor to do so. Check accessibility requirements and the method for handling failed connections or urgent escalation. Test the proposed workflow against representative use cases supported by the solicitation: a short scheduled meeting, a rare-language on-demand request, a multi-page formatted document, an ASL video session, or a surge event. A capability statement that says all modes are available does not prove the response time, quality control, or secure delivery the buyer will evaluate.
Read the Pricing Unit and Ordering Vehicle Together
Language-services pricing may use per-minute, per-hour, minimum call, appointment, half-day, day, word, source word, target word, page, audio minute, language tier, rush multiplier, travel, cancellation, equipment, subscription, or management fee. The same nominal rate can produce different economics once minimums, no-shows, travel, quality review, formatting, platform costs, and subcontractor availability are applied. Copy the agency's pricing schedule and map every unit to a delivery cost. Do not replace the requested unit with the company's preferred model unless the solicitation permits an alternate. Reconcile the price sheet with the statement of work, estimated quantities, option periods, evaluation method, and invoice rules. If quantities are estimates, model plausible low and high usage without presenting the ceiling as guaranteed revenue. A BPA, ITQ, IDIQ, or master agreement needs separate treatment. Determine whether qualification is single or multiple award, how later work is competed or assigned, whether minimum purchases exist, what the ordering period covers, whether agencies outside the initial buyer may use it, and how rates can change. The Navy BPA notice says vendors compete at the call level. Pennsylvania's ITQ qualifies multiple suppliers for later Commonwealth use. Neither structure supports an assumption that displayed duration or ceiling will be divided among vendors. Confirm cash timing, invoicing system, acceptance data, dispute rules, and whether subcontractors must be paid before the agency pays the prime. A profitable rate on paper can still be unworkable if the company cannot carry high-volume interpreter payments through the billing cycle.
Follow Instructions and Evaluation Criteria, Not Generic Bid Advice
Create a compliance matrix from the current solicitation. Capture every volume, section, page limit, form, signature, attachment, sample, resume, reference, certification, price sheet, question date, amendment, and upload field. Use the solicitation's exact order when it helps reviewers locate required evidence. Do not add an unsupported claim about how to win. For covered federal negotiated procurements, FAR 15.304 requires the solicitation to state the evaluation factors and significant subfactors. The current solicitation's instructions and stated evaluation basis control. For federal notices, verify notice type, set-aside, NAICS, Product Service Code, place of performance, representations, and the latest attachments on SAM.gov. The Navy BPA example is a total small-business set-aside and asks for past-performance references and specific account readiness. A company that is not small under the assigned NAICS standard should not respond as though a familiar service title overrides the set-aside. For state and local portals, complete vendor and portal registration before the upload day. Pennsylvania requires both procurement-vendor registration and a JAGGAER profile for its ITQ qualification. Arlington uses its vendor portal. Keep confirmation of the version and submission. Compare amendments rather than downloading them into an undifferentiated folder. Record changes to scope, languages, quantities, credentials, technology, questions and answers, pricing, due date, and required files. When the summary and an attachment conflict, seek an official clarification instead of selecting the easier instruction.
Maintain Separate Search Lanes for Work the Company Can Deliver
