Check whether overtime requires prior approval and whether the billable premium matches the worker's lawful pay. Determine who absorbs a worker who is screened and onboarded but never starts, a requisition that is cancelled, slow invoice approval, or an assignment that ends early. A low markup can still be uneconomic if screening, leave, workers' compensation, or payment timing is omitted. A high ceiling rate does not guarantee the buyer will order at that rate. Preserve every assumption in a role-level pricing workbook that reconciles to the official bid form.

Screen the Role, Worksite, and Fulfillment Burden

Create a role matrix with title, actual duties, minimum education, license or certification, experience, language, clearance, background check, drug test when stated, physical or medical requirement when lawful and stated, worksite, remote status, equipment, schedule, overtime, expected start, assignment length, and expected headcount. A generic administrative-assistant resume pool does not establish capacity for election systems, healthcare, laboratory, finance, or cleared technical work. Measure fulfillment capacity by time to source, screening cycle, offer acceptance, start rate, fill rate, timekeeping support, replacement time, and recruiter ownership.
