The United States of America acting by and through the Department of the Navy (Government) is issuing this Request for Qualifications/Request for Proposals (RFQ/RFP) to enter into a long-term lease agreement (Lease) under the authority of Title 10 United States Code (U.S.C.) § 2667 for private development of approximately 28 acres at Naval Weapons Station Seal Beach (NWSSB), in Seal Beach, California. The Government’s preferred objective is to enter into a long-term Lease of its fee-owned real property on a portion of NWSSB in exchange for which the Selected Proposer would provide in-kind consideration (IKC), in lieu of cash, to the Government in the form of mission sustainment projects.
