The USACE Omaha District intends to negotiate on a sole source basis for a contract modification to HCPA-GARCO JV1 in accordance with Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The modification is to remediate and render inert the existing underground storage tanks that have been rendered obsolete with the construction of the new Emergency Power Plant – Fuel Storage (EPP-FS) storage tanks. These Underground Storage Tanks (USTs) will need to be remediated and removed or rendered inert within a certain time period (determined by the North Dakota Tank Program Office) once EPP-FS construction is complete.
