The bid should not depend on the hope that two clients will call at different times.
Build Price From the Dispatch and Documentation Rules
Translate each price line into a cost model. Include mobilization, operator wages, payroll burden, overtime, equipment ownership or lease, fuel, blades and cutting edges, maintenance, tires and chains, materials, loaders, hauling, staging, dispatch, supervision, weather monitoring, insurance, records, invoicing, and financing. Make the Bid-or-No-Bid Decision Before Reserving the Fleet
A useful bid record should include the buyer and notice ID; current amendment; service term; sites and routes; maps; trigger; priority; cycle and completion standards; dispatch; expected acknowledgment; equipment classes; operator qualifications; inspections; training; materials; staging; fuel; hauling; subcontracting; insurance; bonds when required; site visit; questions; price units; standby; extraordinary-storm treatment; documentation; invoice timing; renewals; submission route; and deadline with time zone. Run a tabletop storm before signing the price form. Assign equipment and operators, then simulate pretreatment, an overnight accumulation, a daytime refreeze, a breakdown, an operator absence, a material delay, and simultaneous calls from other clients. Calculate completion against every priority window. If the plan depends on unauthorized equipment substitution, unlimited operator hours, or a buyer delaying dispatch, it is not a plan. Classify the result as bid, clarify, add capacity, pursue a roster, partner, monitor, or reject. Preserve the reason. Common rejection reasons include an unserviceable travel radius, conflicting priority routes, an unavailable equipment class, no backup, an impossible inspection date, an unpriceable seasonal cap, inadequate snow-storage space, insurance exclusions, or payment terms the company cannot finance.
